MANDATORY INSPECTIONS OF HEATING SYSTEMS AND AIR CONDITIONING EQUIPMENT
REGULAR INSPECTION OF HEATING SYSTEMS AND AIR CONDITIONING SYSTEMS IN COMPLIANCE WITH Act No. 314/2012 Coll.
Act No. 314/2012 Coll lays down:
- procedure and interval for the regular inspection of heating and air conditioning systems from the view of energy efficiency
- professional competence for performance of the regular inspection of heating and air conditioning in the building,
- method of report verification from the regular inspection of heating and air conditioning in the building,
- obligations of building owners.
Regular inspection is subject to:
- heating system with the boiler with a nominal heat power greater than 20 kW, which burns solid fuel or liquid fossil fuels, biomass or biogas and is designed for space heating buildings and preparing TV in the building,
- air conditioning system with a nominal heat power more than 12 kW.
Who should conduct the inspection of heating and air conditioning systems?
Building owners are required to inspect heating systems regularly. The owner of the building is required at one's own expense to inspect the heating and air conditioning system, keep the report from inspection, submit the last report to the new owner in case of the transition or transfer of ownership building.
What systems are subject to inspection?
The building owner may transfer these obligations by contract to:
- community of owners of flats and non-residential premises in the building,
- building administrator,
- administrator of heating system or
- administrator of air conditioning system.
Heating systems in the following facilities are subject to inspection:
- office buildings,
- school and educational facility buildings,
- hospital buildings,
- hotels and restaurants,
- sports halls and other buildings designed for sports activities,
- wholesale and retail service buildings,
- other non-manufacturing buildings.
Frequency of heating and air conditioning system inspection
Interval of regular inspection of the heating system is dependent on the nominal heat power of boiler, type of combustion of fuel and category building. It is necessary to carry out extended control of the heating system as well as regular boiler control if the boiler, as a part of the heating system, is older than 15 years.

Interval of regular inspection of the air conditioning system is dependent on the nominal power of air conditioning system.

Legislative mandate to inspect air conditioning and heating systems
Mandatory under Act No. 314/2012 Coll. and Decree 422/2012 Coll.
Penalties for not conducting air conditioning and heating system inspections
Up to €1,600 for building owners, penalties may double for repeat violations.
