CALL FOR THE SUBMISSION OF APPLICATIONS FOR GRANT OF NON-REFUNDABLE FINANCIAL CONTRIBUTION FROM OPERATIONAL PROGRAMME QUALITY OF ENVIRONMENT

Call for the submission of applications for grant of non-refundable financial contribution

Operational programme: Operational Programme Quality of Environment

Priority axis: 4. Energy-efficient low-carbon economy in all sectors

Investment priority: 4.2 Promoting the energy efficiency and the energy use derived from renewable sources in enterprises

Specific objective: 4.2.1 Reduction of energy intensity and increase the use of renewable energy sources in enterprises.

 

The funding of total eligible project expenditure will be implemented within this call in accordance with the rules set out in the valid Strategy for funding from the European Structural and Investment Funds as follow:

BRIEF DESCRIPTION OF CONDITION FOR EUROPEAN UNION CONTRIBUTION AGREEMENT:

In order to be eligible within this call, the applicants are natural person or legal entity who are eligible for doing business under § 2 par. 2, a) and b) of Act no. 513/1991 Coll. of the Commercial Code, i.e.:

1. persons registered in the Commercial registry,

2. self-employed persons,

that are doing business in the industrial sectors and the services related to these sectors, while such a subject of business shall be listed in the relevant register no later than 1.1.  2015.

Eligible applicants under this call are microenterprise, small and medium enterprises.

 

ELIGIBILITY OF THE ACTIVITIES OF PROJECT IMPLEMENTATION

Within the specific objective: 4.2.1 Reduction of energy intensity and increase the use of renewable energy sources in enterprises, the following activities are eligible:

A. Provisions for energy audits at SMEs

B. Implementation of measures arising from energy audits

The project is eligible only in case the applicant will carry out both eligible activities, i.e. after the implementation of main activity A. (Provisions for energy audits at SMEs ) must lead to the implementation of main activity B. (Implementation of measures arising from energy audits).

Non-refundable financial contribution for activity A. (Provisions for energy audits at SMEs)  will be granted if the activity A is completed before the submitting of applications for grant of non-refundable financial contribution and meets all requirements of the call

 

A. Provisions for energy audits at SMEs

Within this activity, the support for energy audit will be provided by a competent and qualified person resulting in a written energy audit report, and summary information sheet. A written energy audit report and a summary information sheet will be developed in the state language.

 

B. Implementation of measures arising from energy audits

Within the activity B, the support will be focused on implementation of measures arising from energy audits, namely:

 

1. renovation and modernization of building objects in the area of industry and related services in order to reduce their energy intensity

Within the activity B, the support will be focused on the reduction of the energy consumption only in case of building objects in operation in the field of industry and related services by implementing an optimal combination of measures resulting from the energy audit:

Only projects that meet the following conditions will be eligible for a grant:

 

2. renovation and modernization of existing energy plants in order to increase their energy efficiency and reduce greenhouse gas emissions;

Following plants, in particular, belong to the measure:

- plants for the use of renewable energy sources,

- plants for combined production of electricity and heat

 

3. renovation and modernization of systems for production and distribution of compressed air;

 

4. introducing measurement and control systems including energy and environmental manager systems, especially Eco-Management and Audit Scheme, in the area of energy production and consumption in order to reduce energy consumption and greenhouse gas emissions (the measure can be implemented only in combination with other measures);

 

5. construction, modernization and renovation of energy distribution systems, or distribution systems for energy media,

 

6. modernization and renovation of exterior lighting systems of industrial premises, but only together with other measures aimed at decreasing the electricity consumption in the enterprise;

 

7. other measures that contribute to reducing consumption of primary energy sources (not relating to paragraphs 1 to 6).

 

The applicant is obliged to implement the project in the eligible area.

The whole territory of the Slovak Republic is the eligible area to implement the project for this call except for region NUTS II Bratislava region.

1.1 Western Slovakia (Trnava Self-Governing Region, Nitra Self-Governing Region, Trenčín Self-Governing Region), Middle Slovakia (Zilina Self-Governing Region, Banska Bystrica Self-Governing Region), Eastern Slovakia( Košice Self-Governing Region, Prešov Self-Governing Region)

1.2 The place of project implementation, not the company headquarters, is decisive for the determination of eligibility

 

The minimum amount of NFC per project is 20 000 EUR.

The maximum amount of NFC per project is 200 000 EUR.

The total amount of de minimis aid to a single enterprise must not exceed EUR 200 000 over a period of three fiscal years.
